Government accepts all NHS Future Forum proposals

The government has accepted all of the NHS Future Forum's recommendations on the future of the NHS, including the call for the GMS contract to be used to incentivise integration.

The NHS Future Forum has released its second report on the future of the NHS, which includes recommendations across education and training, integration, information and public health.

In response to the NHS Future Forum report, health secretary Andrew Lansley said the government will accept all of the proposals. The backing will now mean that all recommendations will now be implemented, including the call for health professionals to use every patient contact to provide information on healthy lifestyle choices.

The government said it will hold a consultation later this month that will look at how health professionals can ‘make every contact count’ and how GPs can maximise their role in preventing poor health. The government added that it would also strengthen the public health elements of the QOF in the future.

PCT allocations for 2012/13 announced
PCT allocations for 2012/13 will grow by 2.8% to put the NHS in a 'strong position' to deliver on government priorities, the DoH has announced. PCT revenue allocations for 2012/13 show the total investment in local NHS services for 2012/13 is £91.6bn – an increase of around £2.5bn since 2010.
 
BMA launches survey of members on final pensions offer
The BMA has launched a major survey of doctors and medical students on the government’s final offer in negotiations on the future of the NHS pension scheme.

The survey is being posted out to around 130,000 BMA members across the UK. It seeks their views on whether the offer is acceptable and, if not, what action they would be prepared to take. A formal ballot on industrial action could follow.

Although there have been improvements on the original offer through negotiations, all doctors still stand to be hit hard. The amount deducted from their pay for their pensions will go up this April, with further rises in 2013 and 2014. Those at the start of their careers face the prospect of paying over £200,000 in additional lifetime contributions. The Normal Pension Age would increase, with many having to work to the age of 68 before being able to draw a full pension. And the current final salary scheme would be replaced with a new career average scheme, which would leave most doctors with worse overall benefits.

Dr Hamish Meldrum, Chairman of Council at the BMA, said: "We want doctors and medical students to be fully aware of what’s coming their way, and to have their say on what happens."
 
Ministers reinstate GP pay review process
The Department of Health has revealed it will reinstate the annual independent review of GP income from 2013, as the public sector pay freeze ends.

The DoH said it would be again taking recommendations on GPs income from the Doctors and Dentists' Review body for the 2013/14 pay deal.

The annual review by the Doctors and Dentists' Review body - where the body takes evidence from both the GPC and NHS Employers on practice expenses and efficiencies - was suspended by health secretary Andrew Lansley in 2010 in light of the public sector pay freeze imposed by the Treasury.

The DoH wrote to the DDRB saying that plans for a pay freeze meant ‘it will not be necessary for the DDRB to make any recommendation' but following Chancellor George Osborne's decision to lift the freeze beyond 2013 – albeit limited to an average increase of 1% for two years - the DoH said it will again consider GP pay recommendations.
 
England GP practice-level prescribing data published online for first time
Practice-level data on prescribing across all practices in England have been published online.

The Information Centre has published September 2011 figures on the number of prescription items that are dispensed each month and information relating to costs. A note published by the Information Centre alongside the information, warns ‘prescribing data requires careful interpretation, and the information should not be looked at in isolation’.

The data cover all prescribed and dispensed medicines by chemical name, dressings and appliances. For each GP practice, the total number of items prescribed and dispensed is shown, and the total net ingredient cost and actual cost of these items. The Information Centre said the data does not list each individual prescription and does not contain any patient identifiable data.

The data are being released as part of the government’s transparency agenda.
 
GMC fees cut for first time in 40 years
The GMC is cutting its annual retention fees for doctors for the first time in 40 years, the regulator has announced.

The annual retention fee has been cut from £420 to £390 for doctors holding registration with a licence to practise. For doctors on the register without a licence to practice the annual retention fee will be reduced from £145 to £140.

The threshold for qualifying for a 50% reduction in annual retention fees has also been raised with any doctor with a total gross annual world-wide income less than £30,000 now receiving the discount. Previously this was set at £26,000.

The reduction in fees, which will come into effect from 1 April 2012, has been introduced after the GMC made efficiency savings of more than £8m in 2011.
 
NHS performance indicators launched
The first indicators that will be used to judge the NHS Commissioning Board's performance have been launched.

Indicators for the new NHS Outcomes Framework will be used to hold the NHS Commissioning Board to account, and form part of a cascade of accountability through which clinical commissioning groups (CCGs) will be judged.

The NHS Information Centre has now released the first 30 of these indicators. The new indicators present national level data on unplanned hospitalisation, employment of people with long term conditions or mental illness and patient experience of maternity, A&E and hospital care, and cover five domain areas. The indicators will assess clinical quality of care including prevention of premature death, improivng quality of life, recovery, experience of care and avoiding harm.
 
GP practice boundary abolition pilot details announced
The government will pilot plans to abolish practice boundaries in Nottingham, London and Manchester from April 2012, the health secretary has announced.

The DoH said the pilot will run for a year and outlined that GP practices will join the scheme on a voluntary basis only.

The three areas have been chosen to pilot the scheme as they have high numbers of commuters travelling into the area each day, the DoH said.

It added that the funding to pay for patients who use practices on a consultation-only basis will be capped at £2m, although it did not say who would be foot the bill once the funding has run out

Health secretary Andrew Lansley said the pilot is the start of a series of measures that will be introduced to make the NHS more patient focused.

He said: ‘Many patients are happy with their local GP practice, but a significant minority have problems registering with a practice of their choice. This pilot will mean patients taking part can access the high quality care they deserve in a place and at a time that suits them.

'That’s why I believe patients should have the freedom to choose a GP practice that suits their lives, and not be restricted by geographical boundaries.’

Three million patients to get telecare, DoH pledges
The DoH will roll out telehealth and telecare services to three million people with long-term conditions by 2016, care services minister Paul Burstow has said.

The announcement comes after early results of the world’s first RCT of the technologies suggested they could cut mortality by 45% and lead to a 21% fall in emergency admissions.

Mr Burstow said: ‘The trials of telehealth and telecare have shown how people with long-term conditions can live more independently, reducing the time they have to spend in hospital and improving their quality of life.' Mr Burstow said the government would work with industry, the NHS and local councils to ‘change the lives’ of three million people across England over the next five years using the technology.

Telehealth uses electronic equipment to read vital health signs such as pulse and blood oxygen levels. These readings are monitored by a health professional for signs of illness. In contrast, telecare is electronic equipment used in a person’s home to support independent living, including personal pendant alarms to be used in case of a fall.

At least 15.4m people in England live with at least one long term condition. Government figures suggest they account for around 75% of all inpatient bed days, 65% of outpatient appointments and 55% of all GP appointments.

The RCT, known as the Whole System Demonstrator Programme, tested telehealth and telecare devices using 6,191 patients from 238 GP practices in Newham in east London, Kent and Cornwall.
 
Launch of the first NHS national campaign on bowel cancer
The first NHS national bowel cancer symptom awareness campaign will launch on 30 January and run until the end of March 2012. The campaign advertisements will feature on TV and the radio and in other national media. The campaign message is that 'loose poo' and 'blood in poo' for more than three weeks can be symptoms of bowel cancer and anyone with these symptoms should visit their doctor; and that catching cancer early makes it more treatable.

The DoH expect that this campaign will result in more people visiting your Practice with these symptoms or because they are concerned about bowel cancer generally. On the basis of campaign pilots run last year, they estimate this will result in roughly one extra patient per week.

The Be Clear on Cancer campaign forms part of the Department of Health's plan to tackle England's poor cancer survival rates compared with other European countries. 1700 lives could be saved every year if England's bowel cancer survival rates matched the best in Europe.
 
Injury Benefits Review

The NHS has conducted a review of its injury benefits scheme, which currently provides benefits to GPs who suffer injuries and a resultant loss of earnings as part of their employment.

The outcome of the review is that the current Injury Benefit Regulations are to be replaced by contractual provision held within a new section of the Agenda for Change (A4C) Terms and Conditions Handbook. Future injury benefit provision would be limited to the period of the employment contract only.

Full details of what is covered as part of the benefits can be found on their website. Following this news, GPC's legal advice on this matter was that GPs should consider getting their own injury benefits insurance.
